TITLE: Road Superintendent

JOB OBJECTIVES (Purpose of the position): Directs and is responsible for technical work in the construction, maintenance, and repair of County roads, bridges, drainage, facilities, and other construction related projects. Performs other duties assigned by the County Administrator.

ESSENTIAL JOB FUNCTIONS (Essential to job objectives):
• Plans, manages, and supervises, the work of equipment operators and laborers engaged in road construction activities including the scheduling and assignment of work.
• Conducts inspections on all construction projects including those completed by subcontractor.
• Manages road project budgets.
• Plans, manages, and supervises, the work crews engaged in bridge construction, maintenance and repair, and the work associated with drainage facilities.
• Assigns crews and supervises personnel in installing road signs, markers, and other traffic control signage.
• Assigns personnel engaged in grading unpaved roads, sloping road shoulders and cleaning road ditches.
• Assigns crews engaged in grass and weed cutting along County right-of-ways and other County owned property.
• Requisitions equipment, materials and supplies including the preparation of cost estimates.
• Supervises the maintenance of office records on employee work time and attendance, materials used, and inventory of supplies.
• Prepares and administers the road department budget.
• Assists with the administration of the County Safety Committee.
• Performs other duties assigned by the County Administrator.
JOB STANDARDS (Minimum qualifications needed to perform essential job functions): Graduation from high school with at least three (3) years experience in public works, road maintenance, and construction work; including direct experience in supervisory aspects of the work. Must have a valid Georgia Driver’s License and valid Georgia CDL License.

• Road department office and shop
• Various locations in the County.
EQUIPMENT (Machines, devices, tools, etc. used in the performance of job):
• All heavy construction equipment including bulldozers, etc.
• All light equipment including mowers and trucks
• Radio system
• Telephone
• Computer
• Adding machine

CRITICAL SKILLS/EXPERTISE (Specifically needed for job):
• Knowledge of materials, equipment procedures, and methods used in road and bridge construction activities.
• Knowledge of occupational hazards and safety precaution methods of work.
• Ability to layout, direct, and supervise the operation of motor equipment operators, skilled workers, and unskilled laborers performing: road construction and maintenance operations; bridge construction and repair; and drainage facilities installation and repair.
• Ability to establish standard engineering and construction related standards and inspect against these standards.
• Ability to provide on-the-job training to subordinate personnel.
• Ability to understand and follow technical instructions and specifications.
• Ability to establish and maintain effective working relationships with employees, the general public, and government officials.
• Ability to prepare reports and maintain records.
• Must have possession of all physical limbs and capable of loading and unloading supplies and operating all road department equipment.
